How do I file a complaint on california legal assistant?

This lady pretty much took $3250 from me and did not do what she promised. She will not return my money. She did not sign a contract with me about her duties. As far as i know she had to make a contract with me if the amount is over $250. Please help me with any advise on how to file a complaint and try to get my money back.
