No, I would not. It is your choice as to whether you put out your trash cans or not. The trash company comes to pick up the trash whether you choose to put the can out or not. You also choose to put the excess postage on a package or letter. If you choose to use exact postage then there is no extra charge. But if you choose to use excess postage, then you have made a "contribution" to the USPS.
Both of these scenarios are totally within your power, not the trash company or the USPS. If you have the power, you cannot be taken "advantage" of without consenting to it.
